Many Ukrainian cities are not officially under siege, but they are running low on food and medicine. International organizations such as the UN and the Red Cross are mainly conspicuous by their absence. The city’s vulnerable residents are being kept alive largely by informal networks of volunteers. With most jobs having vanished overnight, and older people unable to get their pensions from closed post offices, the scale of need is alarming.
