Amnesty International stated that Russian forces had shown a blatant disregard for civilian lives by using ballistic missiles and other explosive weapons with wide-area effects in densely populated areas. Russia has falsely claimed to have only used precision-guided weapons, but the attacks on Kyiv, Kharkiv, Uman, and many other Ukrainian cities are war crimes.
